Dr. Sailendra Narain,
founding Chairman of CESMED has been a development banker mainly
associated with promotion and financing of private sector
including SMEs and micro enterprises sectors for over 39 years.
Starting his career as a central banker in the Reserve Bank of
India (RBI) he moved on to Industrial Development Bank of India
(IDBI) as senior executive. He also held positions as Director
in Government of Haryana, World Bank Programme Advisor in
Nigeria, UNIDO Advisor in Ethiopia, Chairman & Managing Director
of Small Industries Development Bank of India (SIDBI) and
ex-officio founder Chairman of Credit Guarantee Fund for SSI
Trust, SIDBI Venture Capital Ltd., Technology Bureau of Small
Enterprises (TBSE), etc. He serves on a number of Govt. of
India’s Committees and Planning Commission. Prior to joining
RBI, he taught at the Patna University and continued to remain
associated with research and training both in India and abroad.
He conceptualized a pilot programme for the Harvard University,
where he is also invited as a visiting faculty. While in SIDBI,
he initiated a number of research publications. He serves on
Expert Committees of various organizations of United Nations -
viz. UNCTAD, UNIDO, UN-ESCAP, UNDP. At present, Dr. Narain is
Senior Advisor to GTZ. and SDC- Switzerland.
